The chairman of the Washington, D.C. City Council resigned Thursday as federal bank fraud charges were filed against him. What looks to have started as an investigation into Kwame Brown’s suspect campaign finances took a turn into his private dealings. Investigators discovered that Brown submitted false documents to obtain financing for a home equity loan and a boat.
