Long Notice Requirements Complicate Layoff Plan.

Some state employee contracts require that bargaining unit members receive 1 year advance notice of a layoff.  The contracts typically involve, but are not limited to, higher education contracts.  A notice requirement of 6 months is not unusual in that cosseted branch of government. It will make shared and equitable sacrifice difficult to achieve.

One of the challenges is that there’s no central repository in state government for all labor contracts, something the Malloy administration hopes to remedy when the swirl of events diminishes.
